Rashida is seven years old. “I am often plagued by bone pain. The doctors told my mother that the 'shisha' (lead) would never leave our bodies," she says. Her breathing has worsened with every passing day her mother reports.
Rashida lives in Kathgora, a low-lying village fifteen kilometres northwest of Dhaka, in the industrial peripheries of Savar where the charcoal smog swallows the horizon at high noon. Her father, Karim Shaheb, is a day labourer who for years hauled scrap battery casings at an informal used lead-acid battery recycling shed - stripping and smelting plates in open furnaces, breathing fumes of 'shisha'.
Together with her friends and classmates, Rumi and Sohel, Rashida spends her afternoons in her very own dystopian amusement park. A narrow strip of cracked earth wedged between a sprawling garment factory and a smelting unit, or "bhatti" that seethes with a constant, rebarbative metallic vapour, with ropes and cracked pipes housed above a steady, daily flow effluent sediments.
Rumi's mother, also a cog in this informal machine, spends her days using soil coloured white by smelting ash to "beautify" the family's earthen stove, unwittingly seasoning their meager meals with the Victorian era's most rowdy neurotoxin.
Bangladesh ranks fourth globally in the number of children carrying dangerous blood lead levels. An estimated 35.5 million children in the country have blood lead levels above 5.8 milligramms per litre - the threshold at which the World Health Organisation considers intervention mandatory. There is, importantly, no safe level of lead exposure. Road dust in high-traffic zones has been recorded at a staggering 74 micrograms per cubic metre, creating a persistent low-level lead smog that permeates schools and marketplaces. For reference, the U.S. EPA National Ambient Air Quality Standard (NAAQS) for lead is (rolling 3-month average) 0.15 micrograms per cubic metre.
"Lead is a neurotoxin of extraordinary commitment," said Dr. Yeasmin Nahar Jolly, director of the Atomic Energy Centre in Dhaka. "It dismantles the developing brain neuron by neuron, patiently, permanently, without invoice. It slows nerve conduction, stunts IQ, erodes attention spans, and in chronic cases, moves on to kidney failure and cardiovascular disease, as if cognitive destruction were simply not enough." There is no threshold below which the element becomes safe. There is no antidote that fully reverses the damage, no good news, only the graded spectrum between bad and catastrophic.
These factories are built and shrouded in secrecy due to the active hunting measures to shut them down by the government, often residing close or shielded by brick kilns. For the children of Savar, Gazipur, and greater Dhaka, this slow neurological attrition has become the ambient noise in a city that never quite stops burning.
The Leading Crises
The story of lead in Bangladeshi turmeric is, in a perverse way, one of the country's rare environmental success stories - which says something about how low the baseline is.
In 2014, Stanford University PhD candidate Jenna Forsyth began investigating why pregnant women in rural Satkhira, Bangladesh were carrying elevated blood lead levels in the apparent absence of industrial sources. After eliminating dozens of explanations, Forsyth eventually traced the contamination to turmeric. Manufacturers such as Radhuni (SFBL), PRAN group products, "unaware" of its toxicity, had been dusting roots with lead chromate, an orange-yellow industrial pigment used to colour plastics and furniture - to enhance colour of the turmeric and mask poor quality harvests. This is a practise that began after flood damage to local crops in 1988. Turmeric mixed with lead chromate pigments was found to contain lead levels up to 500 times the Bangladesh legal limit of 2.5 micrograms per gram.
The response, unusually for Bangladesh's regulatory landscape, was swift and effective - at least on paper. The intervention involved disseminating findings via news media, and collaborating with the Bangladesh Food Safety Authority to enforce penalties using rapid lead detection, reducing the proportion of market turmeric samples containing detectable lead from 47% in 2019 to 0% in 2021. Mills with direct evidence of lead chromate on-site fell from 30% to 0% over the same period. Blood lead levels among mill workers dropped by a median of 30%, as reported by the Bangladesh Atomic Energy Commission's Environmental Chemistry Lab at the Atomic Energy Centre.
The previous regime pledged to control imports of lead chromate. Though with questionable implementation.
The turmeric victory, however, has not resolved the broader food safety picture. A comprehensive survey of lead contamination in Bangladeshi agricultural foods found staple grains and vegetables all contained lead concentrations exceeding the maximum allowable concentration A study in Jamalpur district denotes that all rice samples collected from rural markets exceeded food safety standards with the staple "Chinigura" showing a spiked carcinogenic risk.
Widely cited research from the US in 2023 found that living within two kilometres of a brick kiln during firing season exposes residents to lead levels five times above WHO guidelines, with fly ash travelling up to fifty kilometres downwind, allowing its damage on populations who have never seen the source. Dr. Miller from Stanford in 2024 found 75% of Bangladesh's brick kilns are illegally sited within one kilometre of schools.
Dhaka routinely ranks among the most polluted cities on earth (IQAir placed it first globally for the worst air quality on multiple occasions since 2024). The brick kilns are part of a recursive contamination loop: airborne heavy metals from industries, cigarette-smoke, and evaporated effluents deposit onto soil through rain, enter the food chain through the roots of plants and crops. These are then re-suspended as dust by traffic, cycling through the same lungs, repeatedly.
Syeda Rizwana Hasan, then environment adviser, had aimed to aid this in late 2024 - announcing a ban on new kiln permits, ordering 3,491 unlicensed kilns shut, and declaring Savar upazila a Degraded Airshed where no kiln would operate. It was, on paper, the most serious intervention in years. Approximately 7,000 kilns remain in operation nationally, many harbouring smelting units within.
The Damning Outlook
Perhaps the most obvious contributor to this crisis is the electric rickshaw phenomenon. Termed by the commonfolk as the "Bengal Teslas," these four million vehicles represent a grassroots push of the disenfranchised toward a chance at the big city. Their reliance on lead-acid batteries (LABs) has created a behemoth problem, as each rickshaw requires four to six heavy batteries that last only six months to two years, generating between 90,000 and 118,000 metric tons of toxic waste annually. With only 20% of this waste managed by the formal sector, an estimated 1,100 informal "bhattis" dominate the recycling market, employing over 100,000 people who manually dismantle batteries in open-air settings, releasing the lead as toxic vapour.
In the industrial corridors of Tongi, Savar and Gazipur, the rivers act as a terminal sink. The watershed that drains greater Dhaka - the Buriganga, Turag, and Balu rivers function less as waterways now than as open effluent channels. Tanneries, garment dyeing units, battery smelters, and brick kilns discharge directly into these rivers, where families farm and draw wastewater, nearly every child tested by the BAEC returned elevated results, exceeding WHO thresholds by 2 to 15 times. The river receives the effluent. The soil absorbs the flood. The child eats the rice. This is particularly concerning given that rice constitutes the vast majority of the caloric intake for the disenfranchised populations most at risk.
There is no gap between the source and the person being poisoned, which is perhaps why it has been so easy, for so long, to treat it as a problem of the "other".
Dr. Mahbuba Begum, a Principal Scientific Officer at the BAEC's Institute of Nuclear Medical Physics, has spent years working on trace metal accumulation in biological samples with UNICEF and iccdr,b. "Lead lodges in bone the way calcium does," she explains. "In children, whose bones are still growing, the uptake is faster and the displacement of calcium from bones is more severe. We are also seeing it in the blood during pregnancy in women who were exposed as children - passing the damage to the next generation before birth."
A Reckoning Overdue
The Department of Environment, the Bangladesh Food Safety Authority, and the Ministry of Health bear a compounded regulatory debt. But the success of the turmeric intervention demonstrates that when the state decides to act, using its full regulatory and communicative weight, it can eliminate a toxic source within twenty-four months. This should be the standard, not the exception. The transition to safer rickshaw batteries and the enforcement of kiln regulations are not "technical challenges" beyond the reach of a nation that says to have "a plan".
The silent stunt of lead poisoning is an invisible cage that traps the future potential of 36 million children. If we continue to let the heavy metal canopy thicken over the heads of our youngest citizens, we will find that we have built a nation on irreversible cognitive attrition of an incoming generation.
The ledger of our national neglect, and every point of lost IQ is a debt that the future will surely collect. Because some things do not wait for the next policy review.
